- CVE-2026-19546: require Module::Load 0.22 so DBI::Profile cannot load code
from outside @INC, and add the DBI::Profile payload regression tests
- raise BuildRequires perl(Test::Simple) to 0.96 and add Requires
perl(Module::Load) >= 0.22; both are satisfied by el9 and no package
content changes beyond the enforced dependency floor
