Description:
* Enable internal (ctest) tests on debian12/debian13. Replace the previous `make test || true` with a tolerant-but-gated check that mirrors the pattern landed for mysql9.0 (CL 242144) and 9.3/9.4: - debian/rules: parse ctest summary, fail the build when more than FAILURES_ALLOWED (default 0) tests fail outside the skip list. The 5.7 ctest suite is small (23 tests) and runs clean on debian12/13 amd64+arm64, so we gate at zero. Bump if a real flake shows up. Copies debian/CTestCustom.cmake into release/ before running so the ignore list is honored. - debian/CTestCustom.cmake: new, currently empty placeholder. Will be populated with chroot-flaky / OpenSSL-3-incompatible tests once the first build identifies them. - debian/control: add tzdata to Build-Depends so timezone-sensitive unit tests (e.g. log_timestamp-t) have /usr/share/zoneinfo available inside the pbuilder chroot. * No code changes; nothing in this commit affects the produced binaries. Goal is gating, not new functionality.
